The phone number is either a bad fake by a foreigner who doesn't know that North American phone numbers are area code plus 7 digits or it's a typo. 619 is the right area code for San Diego, but 619-941 isn't an assigned prefix. I Googled and reversed 619-94*-1926 just for fun, and nothing promising came up. Since it's formatted [using the plus sign and the period] like a foreign phone number, I think it's a bad fake by a foreigner.
The address in the whois doesn't seem to exist. Google maps doesn't find it and the US Postal Service ZIP Code database returns an error, which also indicated that the address doesn't exist.
My verdict: SCAM.
