My Dear Friend ,
I am compelled to thank you firmly for your message particularly that you went ahead to respond to my request in spite of its unusual nature. Your understanding is commendable and your cooperation is so. You cannot doubt that I truly appreciate your confidence, dedication and trust, and I hope you recognize, as I do, the valuable role you are trying to play in building a new life for me in your country. At any rate I'm grateful for your assistance, of which I intend to take full advantage
I will not be able to send you any document because on arrival to this mission in Kabul, we hand over all our documents to the higher authorities of the camp as a security protocol, notwithstanding thank you very much. I thank you for your trust in me and I want to assure you that everything concerning the delivery will be done safely and smoothly. I have already made a very good plan on how to send the money to you and you can make certain that it will work safely.
Please permit me to introduce myself in details I was born in June 5, 1962 in Texas, USA. Upon graduation from High School, I and five of my acquaintances volunteered to join the US ARMY. I wanted to go at sixteen but my late father told me to wait until I was eighteen. After an Honourable Discharge from high school, I signed up for the US ARMY. In August 1980 I was called into the Naval Supply Centre in Oakland, California, the Oakland Army Base, where I was actively involved in relief distribution to countries affected by natural disasters and war. Those were the early days. In more recent times, between 1991 and 1994, I worked in General Hospitals in nursing and management. Having held the posts of branch army nursing officer and training officer within the US ARMY, I was head of Rancho Cucamonga Branch from 1998 to 2001 and of North Beach as well.
When the Afghanistan war started, I was among the first set of US ARMY that were posted there. The International Committee for the Red Cross (ICRC) Kabul, Afghanistan was bombed in October 2003. After the bomb incident, I got attached with The Italian Red Cross operating a field hospital in a tent near the former International Committee for the Red Cross (ICRC) offices but moved in late October to the more secure Medical City location.
As a young man, I was interested in Law Enforcement, Particularly the FBI. but finally chose the career that was very rewarding to me. However, at this time I have decided to retire. I have seen a lot of things that people hope to never have to witness. I have been to war. I have seen death. I have witnessed disaster and its aftermath here in Afghanistan, and I truly wish to retire now. I earnestly desire to start a new life in your country and I will be deeply, deeply indebted to you if you will help me to achieve this set objective.
For your ready reference, my address in Afghanistan is, Multinational International Security Assistance Force Camp, 10 Kilometres East, Kabul Afghanistan. However, for the course of safety, the best I can do with you now is the email. Therefore, I will appreciate if you do not demand to call me, as it will be safer to communicate by e-mail only, for now.
I will need your help in two ways – to bring over the money to your country and to make investment with it there. . As yet, I have not made up my mind about what type of investment I should go into, prior to this time I was never actively engaged in any investment project. So, I was wondering if you will recommend some high points of investment diversification to me. I need all the help and consideration that you can give me in this regard.
For the extraction of the money, please note that I do not intend to use the bank as a medium to accomplish this objective set. Maybe you know that all international Banks have a "black list" and a "red list" of countries for money transfers because of money laundering. Afghanistan is on the "black list". This means that you have to make declaration for every sum of $ 10,000 and up being transferred through the bank essentially; money laundering is a potential threat to a smooth transition of the funds via bank transfer from Afghanistan to any country in Europe. TRANSFERRING such AMOUNT through the bank from Afghanistan into Switzerland or any other European country is NOT SAFE, NOT PERMISSABLE as per financial and Money Laundering Regulations and therefore NOT POSSIBLE. In this light, I do not intend to use the bank as a medium for extracting the funds; as I indicated in prior communication I have an arrangement to move the whole figure in cash. I have made an exhaustive research in this regard and I am convinced that this is the best applicable option.
Here is the plan: every week a Red Cross relief plane leaves Kabul Afghanistan to Europe to carry relief items back to Afghanistan, so the amount will be concealed in two metallic boxes and registered in your name as diplomatic parcel and sent through the Red-Cross airplane to London, United Kingdom. Automatically, the parcel will have diplomatic immunity that will protect the parcel and its receiver. When it gets to London, I have arranged for a diplomat who will pick-up the delivery from the Red – Cross airplane when it lands in United Kingdom, Europe and then deliver it to you in your country. I have carefully thought out this arrangement and I can assure you that my confidence is high that the delivery will be accomplished just in the way we expect and in safe order, too. This I assure you. For you to have contact with the diplomat in London.
Immediately you send your address, ID or International Passport, I will send the box with you as the receiver/owner so that you can receive. I will send the box as containing your personal things/goods and not money. So, the diplomat who will receive the box in United Kingdom and deliver it to you in your country will not know that it contains money. The information he will have is that the box contains your personal things, which he is to deliver to you in your country.
When you receive the box, open it and carefully count the total money. After that, you should take the 30 percent commission for yourself and the payment for the house. The remaining figure should be kept safe pending my arrival. My earliest arrival date will be once i confirm that you have received my box.
I appreciate your trust in me and want to assure you that I will strictly follow our agreement, and that after you have received the money you should remove the 30 percent commission inclusive of the payment for the house. Also, I hope you will keep your part of the agreement and that the remaining amount will be safely passed on to me on my arrival.
Thank you for your time, efforts and considerations, your acceptance to do this with me is sincerely appreciated.
I look forward to hearing from you.
Thanks,
Captain Paul Becker
